Providing the Right Support at the Right Time
The Northwest Multi Agency Learning and Support Hub as part of the Regional Improvement Pilot Plan (RIPP) supported by the Cheshire & Merseyside Change and Integration programme have developed a shared thresholds framework and other associated guidance.
The framework has been co-produced alongside almost 1000 children, young people, parents, carers and professionals, drawing on analysis of existing threshold templates in all 9 areas, with the final documents having been shaped by feedback from over 70 professionals and family members during an extensive consultation period. The final products have also been sense-checked with Pathfinder areas to ensure they reflect both reform expectations and local practice.
A key aim throughout has been to create a clearer, more family-friendly and less rigid threshold document, intentionally moving away from jargon and overly risk-averse language, in line with the co-produced language charter.
The document below outlines the journey to date and the governance that has supported this work. This has included regular task and finish group meetings with key partners represented from health, education, police, Local Authority and Voluntary, Community, Social Enterprise and Faith organisations, as well as Multi-Agency Safeguarding Arrangements having been kept updated. The documents on this page have been signed off by Cheshire West And Chester SCP Delegated Safeguarding Partners following localisation.
